This should be 6995 khz usb and it's FEMA

Do you mean the ALE callsign OFF?
The callsign stands for US Airforce Base Offutt (Nebraska).
But OFF has nothing to do with FEMA.
FEMA ALE callsigns all begin with the letter "F"
If you actually received OFF on the 6994 kHz / 6995 kHz that would be news to me.
At least that's my information.

I'm just passing on the sounding I received on 6995 Usb [Sounding THIS WAS] [from OFF ] (his BER=12 + SINAD=01)
I am not an expert when it comes to soundings so this is why I am posting them so people with more knowledge will be able to tell me what the sounding is, thanks for the information.

This should be 6995 khz usb and it's FEMA

Proesch's book lists 6995 kHz (correct capitalization) as also having an unknown ALE user (and he would have recognized FEMA).
Regarding 6712 and 6721 kHz, the first is a USAF voice frequency and the second a USAF ALE frequency.

Thank you. I don’t have 6995 or 6721 in my list. I have a small handful of MARS I have (as far as I know) all COTHEN, HFGCS, SHARES and SECURE. I’m looking for a full MARS and FEMA list and maybe an ALE list. I appreciate your answer. Mike
