Not sure you can get them form Radio Reference. You can get text alerts from :: IPN :: Nationwide Fire & Police Incident Notification and sign up for your county.

IPN charges a fee, but if you have a 900 MHz pager and can program it it, you might be able to snarf up some capcodes with PDW decoder. Apollo pagers are hand programmable.
