Just remember that the itinerant business channels are shared by thousands of licensees and and people who buy pre-programmed Motorola (and other) business radios and don't bother to get a license. Just because you hear somebody talking in the Tampa area doesn't mean it's REACT.

What if they're only simplex and it's hard to pick 'em up?

There are a few repeaters listed, but the majority are simplex. Another reason not to dismiss it based on a cursory listen.
