Alpha Delta arc-plug question?

Just recently ordered a brand new lightning arrestor off of eBay and when I got it I was checking the internals cause I had watched a video on YouTube about how sometimes they don’t clean the metal shavings out very well where they tap the threads and one guy had his center feed and shielding connected by a tiny piece of metal. Anyways, when I took the arc-plug off the little ceramic piece was detached from the copper piece and laying against the center feed. Is this a defective arc-plug or can I reattach it somehow? Looking at it I can’t tell if or how it was ever attached to begin with. I tried YouTubing and googling this and there is almost zero information out there about this. I tried figuring it out by looking up replacement arc-plugs but some results show them as if they come with the copper piece as well and some results just show the ceramic piece by itself, which leads me to believe there’s some way to attach them.
