Can my scanner 'BC 95 XLT' monitor the normal commercial AM/FM/SW frequencies ?

If not, why not ?

It can't because it's not designed to receive those particular frequency ranges.

Its not designed to or not programmed to ? It scans frequencies just above and below, I am just trying to figure out why they are excluded.

Designed. It was not designed to receive those frequencies. The necessary little electronic bits were not built into the product because it was not designed or intended to receive those frequencies. That also helped keep the cost down, but that's different story.

The only Uniden radio designed with Short Wave and extended AM is the BR330T, now discontinued sad to say.
