You don't need to be a US citizen. The only restrictions are you must not be a representative of a foreign government and you must have a US mailing address.

The recent changes in amateur radio in Mexico have put things in limbo and there are no current reciprocal agreements between the US and Mexico. At this point, the OP's only recourse is to obtain a US license. That means having a US address, whether a PO box or a physical location.
