AMR 300 units and 900 units

question about amr 300 units and 900 units why does 900 units have portables radios and 300 don’t have portables radios I seen both ambulances to today at a emergency room 331 guys got out had no portable radios on them and I seen 929 guys get out of the truck only both guys had a portable radio on them again just a question I don’t see much ems peoples with out portables
