I was driving next to an AMR ambulance here in coachella valley and got a hit of 151.1150 with p.l. 88.5... I could hear the EMT (tx) responding to the call...but I also heard the dispatcher on the same frequency....how is this possible ?

I can hear the repeater 155.205 p.l. 110.0 ... not listed in db....its missing...will submit.

The dispatch center also likely uses the repeater input to talk through the repeater. You likely got the hit from the ambulance, but once tuned to the frequency you will have the sensitivity of the scanner as if you were scanning that frequency. In short, you were within reception range of the dispatch center.

I said "you will have the sensitivity of the scanner as if you were scanning that frequency"

Once you get the CC hit, which requires a signal 20 dB above any other signal, the scanner will go into hold mode and the sensitivity will be normal. You will be able to hear signals down to the squelch level.
