Analog scanner application with tone coded squelch

Is anyone aware of a Windows-native scanning application compatible with RTL SDR hardware that scans analog channels and employs tone coded squelch? I'm not looking for one that decodes and displays the active tone (CTCSS or DCS) but rather one that controls squelch based on a received/decoded tone.

Basically I'm looking for an application that duplicates the function of an analog scanner that supports alphatags and tones but omits trunk-tracking or digital decoding features. Preferably a stand-alone lightweight application that does not depend on a larger, more feature laden program like SDR#.

SDR# with the scan plugin should fill the bill. don't know about the squelch, but SDR# has that.

If you're willing to fiddle with a Linux virtual machine, PiScan may be worth looking into. Its development is still in alpha, so while it supports alpha tags and storing channels with tone squelch, support for actual tone decoding hasn't been added yet.
