Animal Cops

What system do the HLE officers in NYC use for their communications? I am not sure if those are Nextels on their belts or not and they don't seem to use mobiles. Does anyone know what system they use?

Being a peace officer does not mean arrest powers only on duty. That may be their department policy. As a court officer, I have my arrest and firearm powers off duty.
The differences between a peace officer's powers and a police officer's powers are minimal.

The CPL limits the powers of police and peace officers to situations that where they are acting "pursuant to their special duties." This language was added in 1980. At least one local court has held that the peace officer's arrest power when off-duty is equivalent to that of any citizen. People v. Hartman, 451 N.Y.2d 347 (N.Y. Crim. Ct. 1982).

Abrams a few years back stated the same thing when one of our guys made a collar off duty. He argued, when the officer got some flak, that the court officer was acting pursuant to his special duties, despite being off duty. His opinion was we were one of the few peace officers with total statewide jurisdiction.

I used to keep a copy of that notice, and I lost the damned thing... :twisted:
