Can I listen to Ann Arbor PD with a 396t/796?

Both of those radio's are able the system is Motorola Type II Smartnet Analog, as long as you're not too far away.

there are no options for "smartnet" on the menu's of the 396t, would "motorloa type II" work. and also do i need to just input the 4 cc's, thanks in advance.

Smartnet is just the type of 800MHz system it is, it does not have anything to do with the scanners. Just program it as a Motorola Type II system, enter the 4 CC's and leave them unlocked and scan away.
