I don't know if this is something that can be fixed in firmware or not but on my several BCT15's "Permanent" lockouts are not retained unless the radio is shut off while power is still present. If you pull power (such as by ignition switch or from the power supply) the permanent lockouts are not retained.

If you do a lot of limit or service searches and lockout a whole bunch of channels be sure to turn the radio off before removing power, otherwise you have to lockout all those channels again.

It appears they fixed this in the BCT15X and BCD996XT. I assume the issue is also present in the 996T but I no longer have any of those to try it on.

Likely the scanner is writing the status on power-down, and there is no warning that power is about to be removed until it is gone. You could wire in a relay on the power knob that simulates the normal power-down when the ignition is turned off.

I've long been asking Uniden to make a firmware update that uses the DIM line as an optional ignition sense line that can be set via a menu item to do exactly what the relay would do. All it would take is a firmware update.

It appears they fixed it in the XT series, I just wonder if the memory write is firmware or hardware related.
