Hi,
I was interested in streaming just Anoka South groups... I'm using a uniden bc355n with 800mhz ranges but not picking anything up other than static in the 851.x 852.x 853.x 860.x ranges.

I'm a rookie at this, so thinking I am making a rookie mistake. Any help is appreciated.

I am not super knowledgable about scanner models, but a little googling makes me think this is an analog only scanner. I think you are looking for things that long ago switched to digital.

John Moe is correct - this model scanner will not do digital stuff, which is what all of the Minnesota system is, including your area.

You would need a scanner that has a "D" in the model BCD... SDS... etc. That tells you it is a digital capable model. Unfortunately they are pricey.
