From the ARRL Newsletter of April 24:

*Technology: HAARP-Like Ionospheric Research Project Underway at Arecibo Observatory*

"Work is underway to complete the construction of an ionospheric research facility at the?Arecibo Observatory?in Puerto Rico that bears some similarities to the High Frequency Active Auroral Research Program (HAARP) far to the north in Alaska, but on a different scale and with different research goals."

Six arrays will use 5.1 and 8.175 MHz to warm the ionosphere.

Sorry, no link as this material is copyrighted and access is limited to ARRL members. Have a read if you can. The Arecibo Observatory web site looks like it hasn't been updated this year; at first glance no press releases found.
