Another Idaho Falls question

I have noticed that IFPD's Channel 3 (Car-car/Tactical/BS channel) is constantly Keyed up. It sounds as if someone has been sitting on their Mic for the last 2 hours, however i cannot hear anything in the background. Is this perhaps a base radio/dispatch malfunction or something to do with their new MDT system?

I have not noticed this problem on F3 (465.350) and I monitor it all the time. It's just used for car-car as far as I can tell. Was this condition location specific? Maybe some interference?
