Question is on how 33.860 Bellevue Fire is linked to "Fire East" on Sarpy 800 system. Will I hear Papillion dispatching on 33.860? Are all Sarpy fire talkgroups simulcast on 33.860?

No. Only Bellevue Fire is patched to 33.86. It used to be their fire dispatch channel many moons ago.

Most likely there is a 800mhz radio attached to the Lo-Band radio at the site near JFK Drive and Galvin Rd that monitors TG 3215 only.

Thanks IrvingtonVFD43 for the answer. I had heard the word Papillion mentioned before, and on May 19, I confirmed I was hearing KAO216 here in NC.

Guess it would take some pretty good thermal ducting for you to hear 453.900 in NC. (LOL)
