HOA's usually have a really big problem with flag poles too, especially in CA.

No. Not "especially in CA".

A co worker of mine lived in a mobile home park here in California. It was as strict home owners association and park. He had a Harbor Freight flag pole mounted next to his single wide trailer. He had the base isolated from ground and an old Harris military tuner hidden in a planter box in the base. No one cared, no one gave him any issues, worked quite well.

Many years ago, my 6th grade teacher was telling us that one of his neighbors (in his HOA) was a HAM and had his antenna hidden inside his flag pole. He lived in Spring Valley, CA.

I wonder if this is the same person I heard about? That would be an interesting coincidence!

if it's a pole holding up a flag...it's a flag pole, regardless of whether there's an insulator between the base and ground :)
