Antenna receiving problem

I have a Liard 156-162Mhz dipole antenna. I'm running LMR400 cable to a Radio Shack Pro2067. I've had interference sounding like it's a close channel when listening to railroad transmissions. After digging into the problem a little deeper, I hear the National Weather Service faintly in the background of the weaker transmissions. I can't hear it when base stions talk, but i can hear the weather service faintly in the back ground. why is this happening and how can I stop the NWS faintly in the back ground?
