What the best indoor antenna
Is the room that your scanner is in the size of a gymnasium? There are several world-class antennas available but they are big...

Seriously, you need to be a little more specific. What frequency band(s) will you be scanning, how much room do you have, etc.?

Radio ?, System you monitor?, VHF Low, Hight, UHF, UHF-T, 700, 800, 900 ??

I've found, (YMMV) that a basic rubber duck with the right ground plane works

Most of my home antennas are inside my office
using the old Over the Window Lip Car mounts

Depending on the band the scanner is dedicated to, I have a specific antenna to that band.

So since you're in the scanner/ receiver antenna forum we have to assume that you're looking for an antenna that will pick up a wide range of frequencies. You really give no specifics.

You can simply get a good mobile antenna with the magnet mount like the Larson tri-band and attach it to a pie plate or cookie pan or file cabinet for grounding or you can purchase a mini- discone or ground plane and attach it to a floor lamp, hat rack or tripod. Use low loss coax and set it up near a window. You can rotate it and move it around for better reception.

The one situated by a window facing the direction of the target RX site & with mininal sources of electrical RFI around it. As others have pointed out we will need some info on what agency(ies) you're trying to bring in better

if you are only trying to hear the VIPER trunked system, and these are those frequencies.

then any 700 or 800Mhz antenna will do fine.
if you hear them without static, it will not get any better.
and even a bent paper clip would work if you are close enough to a tower.
my system is on 700 also and i use this one, i am close to a tower

it stands about 1 and a half inches toll.
it is called a race antenna, as you would use it at a track to only hear local stuff.

I had one of those a few years back and they were awesome antenna's (The Sputnik)

Yes I bought my first one in the '60s from Radio Shack for $5.95, that was pricey then, it didn't have the two 4-in prongs at that time, they were added later. I always use this antenna from Radio Shack.

When RatShack went Belly Up and had their 75% off sales I bought up every one of them I could find in every store in my area. Still have some unopened in the shrink wrap package.

Even though I would use Loctite when assembling them it only took a good hurricane to pretty much take them out LOL.
