There is no "Best". There is "right for the specific application".
Without knowing your specific application, budget and install skills, it would be difficult to give you an accurate answer.
Permanent mount is "best", unless you are not willing to do that install in which case a different install method would be "best".
Getting an 800MHz band specific antenna is "best" unless you need to listen to other bands, also, in which case a multiband antenna is "best".
In some parts of the country, a high gain antenna is "best", but in others a lower gain antenna is "best".
If you are listening to a non-simulcast system, then more gain can be "best" where on simulcast systems, less gain can be "best".
So, other than wanting an 800MHz antenna on your vehicle, what else can you tell us that would help us give you better advice?
I use the old RSchack 800 MHz rubber duck on both my 325P2 and they're work very well on VHF-UHF and 800
