If you have no other choice you could shorten the antenna by 8ft.
The antenna is untuned and should also work with 22,6 meters.

If this is just receiving, it's not critical. Many of us used to just run a random length of wire and call it good. You can zig-zag it to use up the wire, or loop it down and along the bottom of the fence. Or, it's your antenna, just cut the wire. Yeah, it's going to throw the tuning off a bit, but that's not goin to be super critical for just listening to shortwave.

Don’t cut it. Take it up and down the fence a little near the end to take up the spare…

Try it and find out. It's not going to hurt anything.

Yes, the call sign for the amateur radio station will tell you which country they are licensed by.
It will not tell you if they are operating somewhere else. Some hams will sometimes go to remote locations to play radio, but they'll usually make it clear where they are working from.

In larger countries, like the USA, the country is subdivided into call sign groups. Again, the call sign will tell you that they are a US licensed amateur, and the number will tell you which region they were licensed from, but sometimes people move, or operate while on vacation.

Basically, any shape other than a straight level line will result in the antenna pattern being lumpy. However, this sort of long wire for receiving is not particularly critical and you probably don’t want to aim for a lovely dipole pattern anyway so weaving it around won’t be a major issue. Personally I would probably take the end down the fence and back along a bit near the ground to take up the excess length.

That said, cutting it won’t be a massive problem but it is then cut; coil the end up if you must but I wouldn’t cut it.

qrz.com is probably the best place to look up calls.. You have to sign up to get the full info on a call, but even if you don't, you'll at least get the country. Here ---> Callsign Database - QRZ.com

The allocation of callsign prefixes is an interesting one. Overall, the ITU allocate callsign ranges and a list of these is shown at appendix 42 of the Radio Regulations Table of International Call Sign Series (Appendix 42 to the RR)

Amateur radio callsigns will all fall within this structure.

Some big or composite countries like the USA will have regional callsigns allocations within their overall ranges but these have often become rather mixed up as people may keep their call when moving to other areas, even if the original policies were for new calls to be issued. Hence, a callsign that looks like it should be in one part of the US might end up being used by a station in another part.
Interestingly, the UK amateur callsigns use secondary locators with the same general callsign. For example, if I operate from Wales I will use GW7RUX as my call but when at home I would not use the W; the rest of my callsign stays the same. OfCom is consulting on changes to amateur licensing including dropping the requirement for these secondary locators, although there is some disquiet about this possible move.
