Any ideas what TIC on TDCJ radios is?

I got to go through the channels on a TDCJ walkie talkie & where ch 12 would be it showed TIC any ideas what this is?
The channel display showed:
TDC 1
TDC 2
I/C MOB
I/C BASE
COMMON
TDC 6 thru TDC 11
TIC
Could it be Texas Inter City ? I know ch 3 & 4 is statewide.

I've seen this before when I worked at Estelle on the MTS-2000's. Let me look for my old notes and maybe I can come up with a frequency. I think it might be 155.475 or 154.280 as someone told me it was texas incident command.
