Anyone know if any Federal agencies to listen to that are not encrypted in Phoenix ? FPS seems to now be fully encrypted, and all the other federal agencies listed here on RR seem to be VHF analog with no PL codes, or the ones that are VHF P25 all have the small “e” for partial encryption. Does anyone have any good results for any federal agencies that you can still hear from Phoenix ? Figure I’d ask here for any “real world” guys that know what the public can still monitor.

I'm picking up occasional Vote Scan traffic from CBP agents at night. Sacaton Mountain and South Mountain are both in range for me.
BLM Rangers are available unencrypted. You can usually find them on Fridays and weekends during daylight hours operating in Maricopa TAC-2 frequency.

I've found that ONLY YOU - monitoring your local area, can actually validate the ENC and the frequency of use.
Best to spend sometime in SEARCH mode and take/make copious notes

Occasionally some units are in the clear. Others do half encryption. As far as I understand once CBP rebands it's last few AZ Vote Scan in 166Mhz to current limits those will have more ENC. BLM LE has tested the CBP Vote Scan as a backup system. VS they use covers I-17 from Maricopa into Yavapai County.

You could try out the Grand Canyon or something like that because they might have some like maybe some like fed fire you could listen to. You could also try out maybe the Tuson airport or PHX airport.. then also you could try out maybe looking for some tips on listening to some like maybe casinos
