Ok, thanks. I just ran over to BearCom yesterday off University to get it reprogrammed. Turns out it's not the programming though, some chip that decodes the tones won't trip the pager... :'(. I just returned it and may need to get it reprogrammed though when I get a new one. I will send you an email if I do. Thank you!

Yes, they do. I would just recommend that you call them first to make sure the guy is there. They charge $25 for the first pager and then $10 for each pager after that.
BC, at least in the past, has a major issue with programming pagers. I know myself and some other people who would be more then happy to do it for either nothing or the cost of shipping (if scheudles do not match up).
Just seen to many pagers get toned/freq wrong because it is NOT what they had in their notes. Also have heard a few horror stories about them refusing to program some pagers because they are not part of the dept or agency the pager freq and tones will be used for! They stated that even though it is a pager and can not transmit you would still be monitoring OFFICAL public safety communications for a department that you are not a part of. when asked then what do you call a scanner they say you need to get a permit from the BCA and they do not program scanners.
Oh really? I didn't know that. Makes sense though. I should be getting the pager again on Tuesday or Wednesday, and if it still doesn't work, I will get it programmed again, see if thats the case. I will also confirm the tones, see if mabie my tones are off or something too.
