Anyone else hear the tones and possibly encryption static?

Hearing this in Loudoun Co on 415.025 and 408.5375. I'm not sure if it's just interference of some kind. It's relatively new. There are two different tones around 400hz, followed by static and this repeats at no regular interval. Sometimes there is a tone 'blip' in the middle of the static, more static, silence with an open carrier and then the tones again.

FYI my database shows this frequency as a vhf/uhf relay for the C & O Canal N. H. P.....may be outdated info. The frequency assignments are to the Interior Dept.
