hello,looking to buy a 966t uniden digital scanner.my pro51 only catches cabs and some buisinesses.i'm looking to catch the latie system.particularly,jefferson parish police and jefferson parish public utilities.i work for jeff.parish and will be staying in a safe room during hurricanes to pump rain water.i would like to have this scanner to keep up with things going on during a storm.for katrina,we only had limted communication.should i get the scanner pre programmed buy the seller or is there anyone that cane help me program it?my pro51 is relatively easy.i don't know about the 966t uniden . thanks.any help is appreciated.
