Your best option is to dedicate a Radio to search the 162-174 band and make notes, lots of notes

Activity is not like listening to your local PD/FD/EMS/DPW etc, it comes, it goes, you might hear stuff for weeks on end, then nothing for months.

And even if there is activity, it's very likely it will be encrypted. You might hear something in the clear, but it's pretty unlikely.

And depending upon your scanner manufacturer (e.g. Unidens) and model, encrypted communications will not even 'break squelch'; you'll hear nothing.
