Anyone know how to program Uniden BC250Digital for 2D MPD?

I have a Uniden BC250 Digital Scanner. I have been going nuts on how to program 2D MPD D.C.

On the forum it say's

DEC HEX Mode
16432 403 1-02 2D MPD

I do i program this. :?: :?:

If so, enter these frequencies into a bank set to Motorola II 800:
852.6125* 852.6375* 852.6625* 852.6875* 852.7125 852.7375 852.7625 852.7875 855.2125 855.2375 855.4625 856.9875 857.9875 858.9875 859.9875 860.9875

Then, enter this TGID into the bank: 16432

The number you are concerned with is the "DEC" column number. That is the talkgroup number (16432) that you will need to listen to for the 2nd District. However, you need to ensure that you first have the 460 MHz Simulcast frequencies properly programmed into your scanner first. Refer to page 49 of the manual for how to program the frequencies and page 72 to set the base, spacing and offset. See page 55 for programming talkgroups.

I still can't get it to work. Anyone who lives in D.C. know how to program. I will meet them if they know how to program. Let me know.
