In order to scan WISCOM you will need a scanner. There is a lot involved to make certain radios scan a trunking system and it is not something that is simple to program.
On a trunking system the tower sites have a certain amount of frequencies(repeaters) the talkgroups can in theory float across any of those repeaters or sites depending on the configuration of the system and users in the area. You will find all that info here.

You will want to located the tower site closest to you and program that into your scanner.
Here is a long but detailed video detailing how P25 trunking works. There are other ones out there as well. I would try to become familiar with some of these concepts.
