It's on a building (office/warehouse) that was abandoned, possibly around 2006
Anyone know what this is?

Looks like a 8 or 900 corner reflector.

I second that.
I've seen similar looking antenna's on warehouses. Usually an alarm system or data link.

Meaning that it connects to PD headquarters like that when set off?

If it's for an alarm system the frequency is probably licensed to an alarm company. The alarm company would notify local law enforcement or fire department.

Very few alarms are connected to PDs anymore. Maintenance and monitoring would be overwhelming.

I agree its an 800-900MHz corner reflector but not for cell service, they never use an expensive antenna like that for alarm systems and always go cheap. The company probably used a local repeater or had a point to point radio radio system at one time.
