APCO 25 and Location Set Compatibility

I'm probably doing something wrong that I'm going to feel dumb about but, I need some help. I upgraded my firmware and, after a couple of false stops and visits to this forum, got my PSR-800 working well. I'm getting good reception on most signals both analog and digital. However, the channels for the Hampton, VA PD are received, the tags appear to be displayed correctly, but the transmission sound like a digital burst on an analog receiver. According to the RR database, they using APCO 25. Phase 1 FDMA just the the FD and others yet, I can receive the FD calls well while the PD is just a burst of digital noise. Am I doing something wrong or could they be encrypting everything?

If this (Hampton Trunking System, Hampton, Virginia - Scanner Frequencies) is the system, it appears from the RR database that most of the PD talkgroups are ENCRYPTED.
