Arizona Public Service (APS) uses a code similar to ten codes. These start with the word "signal." For example, it appears that Signal-7 means Affirmative and is equivalent to 10-4. Does anyone have a full list of these signal codes? They might be standard in the electrical utility industry as companies help each other during national emergencies.
