ARC 404 and Radioshack Pro 650 problems, cannot upload

I have tried for the last 2 days to upload the frequencies to this scanner and have no luck what so ever. I deleted all of the channels on the 650, I have 8 banks @ 20 each . and when I go to upload to scanner nothing shows up, all channels are blank. I have to be missing a step somewhere.

Do all of the delays have to be "On"?

Also when I try to scan I get this ALL CH-out

Well I guess after 74 views and no help, have to look some where else.

OK found the problem, the cable I purchased would not work with the scanner. Found another one and all is good.
