ARC Ptrogram sds100

I can not log into the data base it keeps telling me this error, HTTP connect 0- No internet connection detected and this error as well Error, can't load WSDL site, check firewall settings, I had to buy a new laptop everything is good except when I go in to Arc Basic for my new sds100 the click internet to down load freq's then the errors will not let me get any further. Very frustrated. Can some one please help me understand. PLEASE
