211 Suspect, Black just seen running from 2nd and california, now they believe hes in a condo at about 1st and california, caution taping the surrounding area, and possibly canceling school tomarrow for safety concerns (yay, it is where i go to school). Next city over, Monrovia Pd, has been notified and is sending more units even though arcadia has sevens units 10-97.

why do pd's do that?

For one reason, resources. All of the units are tied up and no other calls for service are being handeled (unless priority). Also, if they established a parameter and searched the entire parameter, the suspect escaped the parameter prior to PD setting it up. This means the entire time PD was holding that certain area down, the suspect was outside of it and was able to escape. You only have a good chance if you establish a decent parameter quickly and have the resources to search it (K9, Air, roaming units).



That agency and all surrounding agencies will BOL for the suspect.
