Are all Minnesota counties goin to RACOM?

I have noticed that a few more counties are marked in green. Are all the counties going to migrate to RACOM or is this just supplemental to the ARMER?

No, they aren't.

It is not even remotely related to ARMER...RACOM is a private company that leases airtime on their radio system...It appears that most of their MN customers are private businesses.

The majority of Minnesota customers are utility and business users. The majority of traffic on the Rochester site is medical helicopters from Iowa, where a RACOM has a solid presence in public safety communications. RACOM will be migrating to a project 25 CAI over the next couple of years.
