Are There Any NJ Transit TGs Ever In The Clear?

I notice that EVERY single NJ Transit TG on NJICS is marked encrypted. Is this correct or are some still in the clear at times?

Yes, once in a while you can hear Transit PD non encrypted on encrypted TG's.

You will only hear them in the clear if someone has their radio set that way..But eventually all the radios will be strapped full time so as to not allow that to happen

I have NJ Transit PD North Patrol programmed into my work portable as we often deal with them but picking up transmissions are hit and miss at best. In my experience, it's all mostly E.
