This site might help as far as "how-to" on thing: Easier to Read Pro-651/652/106/197 - WS1040/1065 - PSR 500/600 Digital Scanner Manual

This link jumps to the section for planning how to program and then programming: Easier to Read Pro-651/652/106/197 - WS1040/1065 - PSR 500/600 Digital Scanner Manual

Based on the database for AWIN here on RadioReference, you'll need to program your local site(s) for the system and then the talkgroups for Troop I (1601, 1602, 1603, 1604, 1605, 1607, 1608, 1609, 1611, and 1613). Don't leave a wildcard programmed in or you'll receive any talkgroup that affiliates with the local site(s) you are scanning.

It's been a long time since I had or programmed a 106 so maybe someone else that knows more first-hand will jump in and provide additional tips.

I currently have 1601, with 3 local sites, can you add more than one?
Yes, you can scan whatever talkgroups you want to listen to on the system. You'll only hear them if a radio using that talkgroup is 'affiliated' with your local site(s) (that's just how a P25 trunked system works) but you can scan whatever you want to monitor.

It's also worth noting that the AWIN system is being upgraded to Phase II which the 106 will not receive. It's still mostly Phase I right now but the upgrades are taking place and eventually a Phase II capable scanner will be required to monitor it.

I believe the AWIN is now mid year 2 of the 5 year plan to upgrade sites and radios on the system, and begin adding FirstNet integration with the AWIN. A lot of "Master Sites" have been upgraded to TDMA capable, and are passing TDMA data, and voice when a radio affiliates. Thus far only North West area have really begun any actual use of TDMA and only a few agencies are now exclusive TDMA. The entire system will be using Dual Dynamic Mode for a few years until much more transition has occurred.
