I think the old 37 MHz system has been phased out in favor of AWIN in many regions. Likewise, as more and more users come onto AWIN, they will use the interoperability features of the system to talk from one county to another.
In the past 37.24 MHz was used as a statewide mutual aid channel, which allowed for intercounty calling. However, when Skip was running wide open, this channel was a real nightmare to monitor, as other departments from all over the USA and Mexico would drown out the local radio traffic. The use of CTCSS or PL tone would have eliminated much of the interference, but most of the base radios were too old to accommodate such features. Nevertheless, it was decided that 155.475 would be the best choice, especially when its recommended nationally.
Many departments in Arkansas will send messages to each other over the teletype, rather than listening to the noise and foreign stations on 37.24 MHz. Moreover, After the events on 9-11, interoperability became the buzzword, and now every state has some sort of plans to implement a statewide trunked radio system.
