ARMER 51764 PATCH with Grand Forks, ND?

I'm seeing a new talkgroup on ARMER, that seems to be a patch with Grand Forks, ND Police Department (SIRN 18119)..
Can anyone else verify before I submit it for a DB update?

Curious, is it encrypted? Are you seeing ND SIRN radio ids?

I see radio ids on the SIRN side (GF PD is not enceypted), but on the ARMER side there are no radio IDs, so that makes me think it is a patch at the EGF tower site directly at the controller?
I have SDRTrunk doing both SIRN and ARMER in the Grand Forks/East Grand Forks area, here is an example (ALL ARMER UNITS is where my unknown groups go)
