On the State ECN website is the 2014 Minnesota ARMER and NG911 Funding Study. This is a large report that has a lot of info on the funding of needed upgrades and equipment replacement.
It states that there is no current near term plan to move to Apco25 phase 2, it identifies the Metro area as the primary area where the need for increased capacity would be most needed due to usage volume but at this time the capacity expansion is not needed and this would require the replacement of a majority of the equipment in use in the metro system.
