ARMER DE Talkgroups

I have a Unication G5 and would like to listen to the Scott county police talkgroups. I found the ARMER reference and talkgroups on the website. But, I noticed that most of the talkgroups say DE which are encrypted. Does this mean we can't listen to anything on those talkgroups? Below are some of the talkgroups I would like to listen to.

Encrypting side channels for tactical work is necessary to be sure, but encrypting regular dispatch channels is not. Time for the state law makers to put a stop to this in the name of the public right to know.
