ARMER Talkgroup 3686 And 21819

I checked my History Log this morning and I found two Minnesota ARMER Talkgroups that appear to be un-identified. Can anybody here help? They are:

21819

I suspect that 3686 may be a Washington County Police Car To Car Talkgroup. If you check the Washington County list, it shows:

3678 Forest Lake Police Car To Car

3698 Saint Paul Park Police Car To Car

If these were assigned alphabetically in increments of four, that could mean that the missing agencies could be:

3670 ? Bayport Police Car To Car

3682 ? Newport Police Car To Car

3686 ? Oak Park Heights Police Car To Car

3690 ? Oakdale Police Car To Car

3694 ? WCSO Sheriff Car To Car

I am just sort of thinking out loud here. It looks like there are other car to car talkgroups for Washington County law enforcement agencies, so maybe the above are assigned, but not used very often.

The 21819 looks like it should be for Freeborn County. Since they houise federal inmates for ICE, could this be a roamer talkgroup when they are in the Twin Cities?

Based on the Unit IDs and the traffic I've heard on 3686 I'm pretty sure its an Oakdale car-car channel. But I havent confirmed that by name heard over the air, just my figuring.

3686 is definitely an oak dale car to car based on the addresses in what I recorded last night.

That would certainly make sense then because ARMER Talkgroup was on the History Log for the Dakota County Simulcast. Granted, while I suppose it could have been Oak Park Heights, but considering how far east they are in Washington County AND coupled with your over the air monitoring, it makes since that it is Oakdale.

The audio recorded early this morning referenced an address at 4th & Hadley near 94 & 694 which is definitely Oakdale and the traffic was of a Car - Car nature.
