Ashland - Sheriff vs. PD Response for Traffic Control?

Watching the Virtual Railfan page for Ashland, I noticed that PD and Sheriff both responded to a traffic accident. PD took off and Sheriff's deputies performed traffic control. Why didn't PD handle traffic duties?

With close to 4 hours of footage I couldn't even find the accident, even with scrolling through the video . They could have left and let the deputies handle it for a multitude of reasons. If there were injuries, maybe the PD left and met the patient at the hospital. Maybe the PD had another call for service. Just guesses.
