Aside from the tutorial that I mentioned earlier, I had to utilize a few things that I learned in other forums and in other threads on this site. Let me see if I can help a little (using just basic information and assuming several things).
Is your connection between the scanner and PC up and working. Use any VOX recorder (I use Xcorder) to ensure that your connection there is working correctly, or just watch the meter in Simplecast to see if you are actually getting audio to the PC.
You will want to use a port that is not assigned to anything else. Those ports that are considered unassigned can be found on the internet. Try this site for help:
http://www.iana.org/assignments/port-numbers.
Next, you will want to open that port in your router, assuming you have a router. That router port will have to allow incoming connections, or no one will be able to hear your feed. See your router's documentation for more information on this.
Also, if using a router, your IP address is NOT the address you get when you type ipconfig from a command line. That address is the internal, private address of your PC. I had to go into the configuration of the router to get the actual IP address.
You will want to use no-ip.com to manage your IP address using DNS. ISPs will occasionally release your IP address and assign you a new one for some reason. When your IP changes, then the information needed to hear your feed is no longer valid. No-ip.com will assign you a DNS name, then a client piece installed on your PC will make necessary changes with their database. Take a look at

As an example, my feed is located at
http://radioscanner.bounceme.net:8000/live
- radioscanner.bounceme.net is the no-ip.com DNS name
- 8000 is the port (probably not the best choice, but it works)
- live is the name of my feed, set in either Simplecast or Icecast
And just as an FYI, my feed is located at
http://firestormphoto.com/scanner. On that link is also information on how to listen in Winamp and Windows Media Player, and I also have an embedded Windows Media Player feed located there. Don't expect a whole lot of activity on my feed... it is generally pretty quiet.
