If I remember, that entire area switched to satellite a few months back. So, unfortunately, it is not monitorable. You should still be able to see from Charlie Baker north to CP-BX in Petersburg, VA.
A very firm, No, PTC is IP based with 220 mhz data back up and even then, unless you have the proper coding from Verizon, (not happening) i.e. switch and signal decoding, you might, and that a big might, be able to look at it.

Had to jump in here on this. The same problems you have with direcTV systems is now happening on satellite RR systems. The 220 MHZ data backup you mentioned is non-existant from what i see of the spectrum bands as it is in the "ham bands"
with cloudcover, the RR's on a satellite system are seeing massive blackouts with no info coming in.
CSX here in florida is experiencing the problems and may go back to ATCS
If they're going to all satellite as you suggest evolocomotive, then why did they install the brand new "CP-BX" as an ATCS radio installation? Seems slightly odd to me if they're just going to replace it in a year.
