Is the airport fully digital or do they still use the analog system?

Also, is there any traffic on the "Atlanta Department of Aviation" system?

Hartsfield is on the new Atlanta P-25 system.
No, to the second question.
TSA is P-25 conventional.
MARTA is combo analog and digital.

The "ADA" system still has a control channel up, but nobody is home. Strange, but it's probably a back up system in case of emergency?

Here's another question:

I'm flying AirTran- the only ARINC frequency I am able to find is the 130.15 maintenance frequency. Is this their only one, or is there a dispatch/ops frequency as well?

Scan 128-136, you best chance of finding them on VHF.

On UHF, try:
460.7000
461.2750
461.5375
462.1625
463.8625
464.6500
464.7625

I did a lot of flying through Hartsfield back in October. I noticed a lot of the folks who work in the concourses (not airline employees at the gates) using what looked like a cellphone-type radio. Could the AIRINC iDEN system be active in Atlanta?

There is an AIRINC system listed in the FCC Database!

AirInc 856.8875 KNDH625
AirInc 858.1625 KNDH625
AirInc 858.1875 KNDH625
AirInc 858.2875 KNDH625
AirInc 858.5125 KNDH625

I'm planning on heading down to ATL in the next week or so for some photography work and I'm taking my 396XT with me, so I'll give them a whirl.

130.15 is the ASA maintenance frequency. I just submitted a change request to RR and a whole bunch of new frequencies.
