Atlanta PD/FD sometimes going quiet

I have an Airspy R2 setup running Trunk Recorder in Atlanta that's been receiving APD and AFD just fine for the past year.
In the last week, a couple of times it's gone quiet for days at a time. Is that because as the Atlanta page says,

"Many talk groups use Dynamic Dual Mode, which allows the talk group to automatically switch to TDMA (Phase II) when only TDMA-capable subscriber radios are active on the talk group but revert to Phase I when older radios are active on the talk group. As a result, many talk groups below shown as "D" Mode (Phase I) may intermittently become T (TDMA, Phase II) and only be monitored on a Phase II capable scanner at any time.

In case of failure of this system, Atlanta has some backup talkgroups (911-919) on the Fulton County P25 system."

I've tried editing my config file with TMDA set to "true", but that hasn't worked. Anyone know what's going on?

AFR does not use Fulton system unless they are in fail soft. As their system supports DDM, talk group type may change from FDMA to TDMA as legacy radios register and de-register.
If your receiver is only capable of FDMA, and a talk group (DDM or strapped) is set to TDMA, you won't hear any traffic.
