Do you know for a fact that those talkgroups are no longer in use. Could they just be used occasionally?
Sometimes on a TG like that they are not used often, but are still active.
I'm not a fan of removing freqs and TGs unless someone with inside info confirms that they are actually no longer programmed into radios.
