Auglaize County Sheriff Marcs Question

I just purchased a Whistler WS 1040 and still learning.
1. When listening to Auglaize County Ohio Marcs I get garbled transmission on talkgroups 54786 and 54784. Mostly mobile transmission. I have even hooked the scanner up to my outside antenna with no luck. I have no problem with OSP talkgroups.
Any suggestions ?

I suspect Auglaize is running partial encryption. Looking & listening to the audio archives it appears only the dispatcher is in the clear, mobiles are replying but suppressed from the archive due to encryption. Notice that only one ID (the dispatcher) is showing up in the log.

Occasionally a mobile transmits in the clear, but not often.
